The oil and gas recovery device operates quietly in the station most of the time, but abnormal conditions will not give notice: sudden increase in emission concentration, frequent alarms from the device, power outages, leaks, thunderstorms, each of which can disrupt smooth operation. How to handle abnormalities does not rely on the quick wit of on-site personnel, but on the pre-prepared emergency plan - who cuts off the power, who closes the valve, who reports, the procedures are written on paper in advance, and the on-site personnel follow them. Whether the emergency plan is well prepared or not, it is not obvious in ordinary times, but it becomes clear at the moment of abnormality. This article clarifies the key points of preparing the emergency plan, the abnormality handling process, and the arrangement of drills.
The plan is organized by scenarios, avoiding being comprehensive and extensive: excessive emissions, equipment malfunction and shutdown, power and water outages, oil and gas leaks, and extreme weather conditions such as thunderstorms. Each of the five scenarios is compiled into a one-page response card. Each card lists four items: the basis for judgment, the action to be taken, the reporting path, and the conditions for recovery. The basis for judgment provides specific data ranges: how much pressure difference is considered abnormal, and what concentration threshold triggers a shutdown. The numbers should be clearly stated, without vague phrases such as "prompt response". The action to be taken outlines the sequence: first control the source, then ensure safety, and finally restore operation. Getting the sequence wrong can escalate a minor incident into a major one. The plan should be written in the language of station employees. Copying pre-written templates that employees cannot memorize or apply is ineffective.
The core of handling lies in classification: operational-level anomalies - pressure difference drift, parameter overruns, where the on-duty personnel adjust according to the handling card and record the case; device-level anomalies - interlock shutdown, equipment failure, where the operation and maintenance personnel are notified to arrive on site, the device is switched to bypass during the shutdown period for observation, and the exceeding period is actively recorded and reported according to regulatory requirements; safety-level anomalies - leakage, fire hazards, where the hard procedures of shutdown, power cut-off, and evacuation are immediately implemented. The purpose of classification is authorization: what level of anomalies can be decided by the on-duty personnel, and what level must wait for instructions. If the plan is not clearly written, it is likely to be chaotic when executed.
Drills should be conducted at least once every six months: scenarios are drawn from the disposal card, first rehearsed on the table and then practiced on site, with all staff taking turns. The drills focus on three aspects - response time, sequence of actions, and whether the reporting is in place. After the drill, a review is conducted, and any issues with the plan are corrected on the spot. New employees must go through the disposal card before starting work, and during seasonal changes, drills for scenarios related to thunderstorm and frost prevention should be prioritized. Drill records should be archived, as they are a must-see item during regulatory inspections. More importantly, only through drills can the plan be ingrained in the minds of employees; a plan on paper is not a plan.
There is another reminder for the preparation: the actual configuration of the plan and the device should match the table - where the bypass valve is, who to call for emergency, and which valves remain in place after power failure. The preparer should check the device diagram with the site one by one, and the plan copied from the template may not be able to locate the valve at the critical moment.
| element | Compilation criteria | Check the landing point |
|---|---|---|
| Scene classification | One card for each page, covering five types of scenarios | Covering device operating conditions |
| basis for judgment | The data range should be clearly stated | No empty talk |
| Handling action | First control the source, then ensure safety, and finally restore | The order is fixed |
| Reporting path | Hierarchical authorization to individuals | Telephone and responsible person |
| Recovery conditions | The parameter returns to the interval | Record archiving |
| Drill review | Half-yearly full-staff rotation performance | Immediate revision of the plan |
Implement according to local regulatory requirements. Most contingency plans involving safety and environmental incidents need to be filed; the filed version should be consistent with the on-site version, and be updated synchronously after revision to avoid having two different versions.
Follow the contingency plan, observe and continuously record through the bypass, and proactively report according to regulatory standards during periods of exceeding standards; expedite emergency repairs during downtime, and only resume operation once the recovery conditions are met, rather than forcing operation with defects.
The drill includes a blind exercise segment - without prior notification of the scenario and time, timing is based on actual responses; the results of the drill are linked to team assessments, and any identified issues are rectified within a specified timeframe, thus reducing the likelihood of going through the motions.
